CAD programs usually are oriented around precision modeling and letting you input specific values for things, a "percent of bounding box size" measurement just doesn't go along that same precision control type of orientation.

But there is a secondary mechanism for specifying the radius - you can click 2 points on the model and the distance between those points will be used as the radius. You can use that method instead if you don't want to type in a specific numeric value.
