That makes sense.

You can use the Merge command on an entire surface, which will link together all the separate segments that lie next to each other - but Merge can only be used when you have those kinds of features selected.
The same with Join and surface edges, also Join and not-edge curve elements.

So I could see Merge command via Join working as well.
