Could you please walk me through a little more exactly when you are typing in 3'.5" - is it like when you're drawing a line?

The sizes that are displayed in the properties panel get rounded to not show fractional inches, that's because there is not a lot of space available for showing 3 coordinates (x,y,z) on that single line there. If you click on it and open up the edit size panel the sizes are displayed with more precision on the flyout there. So that may be what you are running into.

That rounding mechanism needs a bit of overhauling - right now the rounding is based on the "worst case" type scenario of needing to fit 3 values for an x,y,z displayed volume size there and so it rounds things to keep numbers to take up less space even in cases when you would have actually had enough room to fit them because they're 2D or only 1D for things like a line.
