In addition to that plug-in that Michael T mentioned above, you can also just draw in a line and watch the length of the line which will be shown in the distance field below the xyz point field, as shown here:

Yes, you can enter in a relative point by putting in the r character before the point, so for example if you type in r4,6 and push enter that will make a point that is at an offset of 4 in x and 6 in y from the previous point. You can use that in any command that takes more than one point, so for moving an object use the Move command place the base point of the move command on to the point you want to be relative to, and then type in rx,y for the second point.

You can also enter in a relative point for the first point pick of a draw command as well, which will place your point at an offset from the place you snap on to.
