Hi Jason - you mean by right-clicking somewhere inside a background image inside the viewport, even though you were not in the Image command?
The problem I can see with that is that right-click is already used for some other tasks, it's an alias for pushing the "Done" button while you are in a command, and for repeating the last command when in selection mode.
Background images tend to take up a lot of area in the viewport, so if they responded to every right-click it could then make it difficult to find an empty area to do a right click for "Done" or "repeat last command"...
If you find yourself wanting to tweak images a lot, you could set up a keyboard shortcut that will launch the image command - for that put in the command name: Image in for the command part of the shortcut key.
