Yes, it is supposed to, unless you have turned off the setting for it...

Can you go to Options / Snaps / Object snap options and see if the option for "Project to plane in ortho views" is turned on or off? It should be on to force planar drawing in the 2D views.

Otherwise could you please give me some more details on how you are drawing it, are you picking every single point in the Right view and none in the 3D view?
