It bevels just fine here. You have to be careful about how far you attempt to bevel/chamfer an edge. If your first value doesnt produce a result for some reason, it usually means its too large of a bevel/chamfer, so you should smaller values until you start to see a result.

For these particular edges, I was able to apply a 0.1 bevel to them.
