That might be possible, that also kind of implies that there would need to be the concept of a selected item on the list which also would be a new thing for the scene browser as well.

The other problem is that currently starting the View > Image command is what enables background images to be editable by dragging and scaling them around inside the viewport. Then when you are not in the command they stay out of the way. So if the View > Image command goes away there needs to be some alternate mechanism for that.

So there's a fair number of things to be dealt with but it does seem better overall to have lists of things accessed by the Scene browser rather than in individual separate commands.
