I do not see a center point, and the outer pentagon appears to have a curved bottom.
Other sides appear to be curved, or is it an optical illusion?
Polygon command should make this drawing easy...

In other situations, I would mention the Align commands, and Construction Lines...And even the Array command...

If this is some sort of imported graphic, perhaps re-draw it, with the graphic serving as a rough guide...if precise and uniform geometry is desired...
Using View Image can make a "tracing" drawing guide as well.
