MoI3d works just fine as a 2d program. I use it for my 2d layout work (houses and other smaller buildings). As soon as the 'dimension' work is ready it will be all I will really need for plans and working details, as well as 3d modeling.
Sketchup Make (free) will also work pretty easily on that level.
