Yeah I think that CopyToPoints should do what you need - in the first step of that command you pick the base point for what spot on the object you want to have located on the target point, like the Transform > Copy command.

But then instead of clicking new points with the mouse for where to copy the object to, the CopyToPoints plug-in lets you select point objects and then uses those for the target locations.
