Flames and smoke can be done with a plugin but it is not a cheap one. (Dpit EFFEX) although you can do a lot with lights as well.
An other idea is sprites. Pavel Zoch (PZDM) once made a nice tutorial. Can't remember where he posted this. I'll ask him.
