If you are using an Nvidia GeForce card, on some models there is sometimes an option which can be set to each application specifically.
Go to the Nvidia Control Panel in your display properties - then to "Manage 3D Settings" - Choose settings for "MS Internet Explorer" and check the option "Triple Buffering" to ON (down the list).
