How could I carve windows in a semi-sperical solid?

Hi Guys,

I am struggling with one thorny issue it this point. Could someone point me in the right direction?

I have punched windows in this shape, and my next step should be to blind each of them at a constant depth, ideally perpendicular to the curvature of the outer shell. It would be like milling notches in a solid.

I thought of using offset but it does not seem to work. I also thought of recycling the individual panels that I cut out, but they cannot easily be offset perpendicular to the surface. Maybe I could use Boolean difference, but I should first be able to give each panel a uniform thickness and sort of impress it into the solid. Conceptually, that sounds promising, but how to do that consistently?

Any thoughts?
