I've made a first pass at updating the forum.

I did a bunch of cosmetic improvements (some of which I'll probably still tweak a bit), and several features are now enabled, such as Personal Messages between forum users, and you can also mark a message thread as "high interest" so it shows up with a light bulb next to it.

There are a lot more options for filtering the list of threads under the View: dropdown.
