It seems to be working ok for me over here. What distance are you using?

Transform > Copy or Construct > Offset can be good for creating a new parallel line somewhere else.

You can also use it in drawing by making a construction line. You do that by pressing and holding down the mouse button and dragging with the mouse button still held down while you are in a drawing command. After you have placed a construction line a little marker will appear and if you click and hold on that a menu will pop up and allow you to do some other things like relocate the construction line somewhere else.
