An idea occurred to have a script to apply bumps to a surface.
The surface could be a plane, or a torus, or an elliptical torus, or a sphere, etc.
A sphere or ellipsoid would be created, intersecting the surface, or solid, to become the bump.
Multiple trims could be done, Merge of connecting edges, if any, and then a blend of the two edges done.
It seems that a script is not necessary.
Select the surface.
Select a point on the surface and create a sphere there. (Or other 3d shape, such as an ellipsoid.)
Move the sphere up or down on the surface, maintaining an overlap. Nudge would work here.
(It would be nice to have a Nudge with a slider. (?))
(The surface normal of the surface (of say a solid) are likely outward.)
Select the sphere, and select the surface.
Do a Fillet, with an appropriate radius, not too big.
The bottom % of the sphere is automatically deleted.
It would be nice to have a slider on the fillet. (?)
Join.
For an ellipsoid protruding from both sides, both ends are filleted.
A Blend could have a different profile than the arc of a fillet.
