No, don't think so. I haven't received any reports about that and I just tested over here on High Sierra and it was working normally for me.

Double check that Object Snap is enabled in the bottom toolbar, it should be highlighted in orange when active:


Also check the menu that pops up from the Object Snap button, have you possibly disabled all the different types of snaps? :
