no, you don't need a smartphone to upload to Instagram.

There are scripts available at GitHub (Python IIRC) which
allows you to do that from your PC. I did that in the past,
but no longer do this.

BTW: Would be could if Zarkow would post to Twitter,
because of more international MoI users there IIRC.
