Yes I understand the Rotate plane! ;)

but

it's losted time! :) I f you see video of Chris or mine we can draw any dimension in any positions
without rotate the 3D view's so the plane! ;)

Parts of Dimension who are overlapped will be not visible if all are black for example! :)

PS There is no thickness for dimension lines ?
